Produced by former BBC producer Peter Watkins-Hughes, it's graphic by American standards. In the U.S., we call this a "PSA," public service announcement, but when they are broadcast they are only 30 or 60 seconds. This one is over four minutes.
It's a dramatization, and some might see it as melodramatic.
If it gets people to stop distracting themselves while driving, who cares if it's melodramatic?
Remember, it's graphic (occupants get pretty well bloodied up).
